On October 3rd, 2023, IRSEM received Mrs. Liana Negoita, who is the Defense Policy director at the ministry of National Defense of Romania.

Mrs. Negoita is part of the “Personnalités d’Avenir Défense” (PAD) program organised by the Directorate general for international relations and strategy (DGRIS), and which aims at exposing foreign officials to the French vision of defense and security.

Mrs Negoita had an extensive talk with Maud Quessard, head of the “Europe, transatlantic, Russia” programme, and also with Amélie Zima, researcher on “European security”. They discussed about a various range of subjects such as the NATO and UE Defense policy in the context of the War in Ukraine; strategic autonomy; hybrid threats and disinformation.

Since the Russian invasion of Ukraine, the relations between France and Romania have been reinforced, through the deployment of French military troops in the Romanian territories to reassure NATO’s defensive posture in the eastern part of the Alliance. 

IRSEM was very pleased to have this in-depth exchange with a high-ranking Romanian official, considering the geopolitical shift now making Romania a focus of European security issues.
