On July 11, 2022, Jean-Baptiste Jeangène Vilmer, Director of IRSEM, and General Joseph Allah Kouamé, Director of the International Academy for Combating Terrorism (AILCT) signed a letter of intent in Paris at École Militaire. The purpose of this agreement is to support the development of the AILCT's Strategic Research Institute (SRI) and to foster cooperation between the two institutes, notably by establishing academic and scientific links in areas of common interest through publications and events, as well as exchanges between researchers.
AILCT was created in 2017 as a joint initiative of the French and Ivorian governements, and more specifically the Directorate for Security and Defense Cooperation (DCSD) of the Ministry of European and Foreign Affairs. The main mission of the academy is to contribute to the development of counterterrorism capailities on the African continent and more specifically in the Sahel region.
