Russia’s war against Ukraine has upended the European security order. The coming to power of Donald Trump, with his determination to reduce the US footprint on the continent and his overtly hostile attitude towards EU capitals, raises additional question about that order. Most crucially, the Trump administration has launched a series of bilateral negotiations with the US and Ukraine on the termination of the war, which are likely to shape European security for the years if not decades to come. Yet, Europeans are sidelined for now from these discussions about the future of their continent. Fifty years after the Helsinki Accords, what can and should be the shape future European security architecture look like? How to ensure the defence and the stability of the continent? How to deter and mitigate risks with Russia? How can Europeans influence the content and outcome of the US-Russia negotiations? The discussion will notably be based on reports recently published by the authors on these questions: Ukraine and Beyond: Shaping Europe’s Security Future by the International Crisis Group and A New Security Order for Europe by Pierre Vimont
