Scepticism on the European Union's (EU) capacity of strategic formulation in its foreign policy has been a cliché–although often an oversimplified one. Such a phenomenon is usually rooted from the complex actors and decision-making processes involved in the ecosystem of EU foreign policy. In the case of the relations with the People's Republic of China (PRC) since 2013, one may actually observe a gradual process of strategic formulation in EU foreign policy accomplished jointly by the EU and its Member States. EU institutions and national capitals have been updating their perceptions and adjusting their approaches to interacting with the PRC. The analyses in the presentation are based on the study of EU institutions and selected Member States.

Earl Wang is a doctoral researcher and adjunct lecturer at the Centre for International Studies (CERI)-Sciences Po/CNRS. He is also a fellow at the Franco-German Observatory of the Indo-Pacific, and is associated with the Europe-Transatlantic-Russia Department at the Institute for Strategic Research (IRSEM).
